This stitch type is listed in Kaukonen's nalbinding article (1960), but she doesn't mention any specific place, village or municipality, where this stitch had been used. 

In the material of the National Nalbinding Survey 1957 (Finnish NBA) I did not manage to find a description or a sample of this particular stitch, but instead, I found a variant of this stitch from Sonkajärvi (link).
